3 Basic Requirements

3.0.1 Project acceptance shall be based on the following:

1 Current applicable national laws,regulations,rules,and technical standards.

2 Provisions of authorities concerned.

3 Project approval documents and approved adjusted estimates.

4 Approved design documents,construction drawings,and related documents of engineering changes.

3.0.2 Project acceptance items shall include but not limited to:

1 Check whether the works are constructed to the approved design.

2 Check the quality-related documentation of completed works including data collection,sorting,filing in the process of design,construction,equipment manufacturing and installation.

3 Check safety management in construction.

4 Check if the necessary conditions are available for putting into operation or proceeding to the next stage.

5 Check project investment control and the usages of the funds.

6 Present solutions to remaining problems identified in acceptance.

7 Make assessment of and conclusions on project.

3.0.3 The conclusion on acceptance shall be submitted to acceptance committee(workgroup)for review and approval.

3.0.4 Acceptance shall be duly organized when conditions for project acceptance are satisfied.Works that are not subjected to or fail acceptance shall not be handed over for production or proceed to follow-up construction.Acceptance work shall be interconnected without overlap.

3.0.5 The responsibility for acceptance of Unit Project,Start-up,Commissioning and Transfer to Production,and Final Acceptance is with an acceptance team or committee respectively established for such purpose.

3.0.6 The acceptance data shall be collected and sorted out and duly submitted as per requirements by construction units concerned which shall check the completeness and format of submitted dada.

3.0.7 Acceptance documents are classified into submitted files and files for future reference.The organizations concerned shall guarantee and account for authenticity of the submittals.Refer to Appendix A and Appendix B to this standard for list of acceptance documents.

3.0.8 Responsibilities of the parties involved in project acceptance are defined as follows:

1 The Owner shall:

1)Organize and co-ordinate acceptance work at each stage and take charge of managerial work in process of acceptance.

2)Take part in check and co-ordination of specialized teams at each stage.

3)Coordinate to resolve problems arising from execution of the contract during acceptance.

4)Provide a summary report on project construction.

5)Provide reports for completion acceptance concerning project completion,execution of the estimates,project settlement,and implementation of the plans for soil and water conservation and environmental protection.

6)Work with related organizations to do final settlement and audit.

2 The surveyor and designer shall:

1)Verify construction records concerning civil and foundation works.

2)Solve technical problems in design and make necessary changes to the design.

3)Be responsible for the project design concept and quality and present a final report on project design for the purpose of acceptance.

3 The Contractor shall:

1)Provide a complete set of construction records,test records,and a construction summary.

2)Collect and provide a complete set of equipment packing documents and drawings.

3)Participate in the acceptance at each stage and undertake to correct defects.

4)Co-operate with the Owner in jobs concerning site safety,fire fighting,guarding,and maintenance and repair before acceptance of Unit Project,for start-up,commissioning and transfer to production.

5)Submit the completion documents and hand over spare parts,special tools,and instruments as required by the construction managing organization.

4 The commissioning organization shall:

1)Prepare a commissioning program and a start-up plan.

2)Comprehensively check the system conditions before commissioning and assure the safety measures meet the requirements in the commissioning plan.

3)Provide technical analysis of problems found during commissioning and solutions.

4)Submit a complete set of record of equipment commissioning,commissioning report and summary,and confirm whether start-up can be performed.

5 The supervising organization shall:

1)Organize acceptance of the item projects and the Part Projects.

2)Evaluate project quality according to the design and related acceptance specifications.

3)Supervise and manage the quality,safety,and progress of project start-up.

4)Participate in discussions on start-up commissioning program,measures,plan and procedures,and in acceptance and signing of project start-up commissioning.

5)Check and confirm whether conditions for start-up are met,and urge the Contractors to complete all the jobs necessary for start-up.

6 The Operator shall:

1)Participate in acceptance on Start-up,Commissioning and Transfer to Production,and completion.

2)Participate in the preparation of acceptance program and acceptance signing off.

3)Participate in the review of the stat-up commissioning plan.

4)Print rules and regulations,system charts,record tables for production and operation.

5)Prepare spare parts and safety appliance.

6)Check the equipment in operation have designations and numbers for dispatching and complete and correct markings,and submit an application for the commissioning of new equipment to the dispatching department.

7 The equipment manufacturers shall:

1)Provide technical support and instructions.

2)Duly remove manufacture defects and solve problems in their charge.
