This code is prepared by CERI and Beijing CERI Manufacturing Executive & Managing System Co.，Ltd jointly with other relevant organizations in accordance with the requirements of Document（Construction Standard〔2011〕No.17）issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China（MOHURD）-"Notice On Printing and Distributing'the Development and Revision Plan of National Engineering Construction Standards in 2011'".

During development of this code，the preparation team has gone through extensive investigation and study，learned from practical experiences，referred to advanced standards at home and abroad and solicited opinions widely before this code was approved and finalized.

This code comprises 6 chapters with the main technical contents of general provisions，terms，basic requirement，energy measuring，energy monitoring and energy monitoring and control.

This code is under the jurisdiction of MOHURD and CERI is in charge of the explanation of technical specifications.All relevant organizations are kindly invited to summarize and accumulate actual experiences when implementing this code.Relevant comments and recommendations，whenever necessary，should be submitted to CERI（Address:No.7 Jiananjie，Beijing Economic & Technical Development Area；Post code:100176）for reference in future revisions.
