3 Terms and Definitions

The following terms and definitions are applicable to this Code.

3.0.1 Construction project management enterprise

A corporate enterprise obtained the qualification certificate of construction project management issued by construction administrative departments of the P.R.C.

3.0.2 Project management department

A department entrusted by a construction project management enterprise to execute the commissioned management contract of the power construction project.

3.0.3 Registered project management engineer

A professional technologist passed the unified national examination,received the qualification certificate of management engineers of the P.R.C.and obtained the practicing certificate and seal through registration to undertake construction project management or relevant activities.

3.0.4 Chief project management engineer

A management engineer received the qualification certificate of the chief project management engineer of power industry to take full responsibility for the enforcement of the management contract of the power construction project and to preside over project management with a written authorization of the legal representative of the project management department.

3.0.5 Representative of chief project management engineer

A management engineer received the qualification certificate of the management engineer of power industry to exercise the power conferred by the chief project management engineer upon the consent of the legal representative of the project management department and the written authorization issued by the chief project management engineer.

3.0.6 Specialty project management engineer

A management engineer received the qualification certificate of the management engineer of power industry to take responsibility for a specified field or aspect of project management in accordance with job descriptions and orders of the chief project management engineer,with the right to issue relevant documentation of project management.

3.0.7 Site supervisor

Management staff experienced business training of power construction project management and received the qualification certificate of the site supervisor of power industry to undertake project management under the guidance of specialty project management engineers.

3.0.8 Management outline

A management scheme compiled by the project management department for the purpose of contracting management business during the bidding process of the power construction management project.

3.0.9 Project management planning

A guiding document to provide the guidance for the overall development of project management.

3.0.10 Detailed rules for project management

An operation document focusing on a specified field or aspect of project management.

3.0.11 Occupational health and safety,environmental management

Supervision conducted by the project management department on occupational health and safety,environment of power construction projects,and on safety production of the contractor.

3.0.12 Site routine meeting

A meeting routinely held by the project management department and participated by related enterprises to deal with issues of project quality,progress,construction cost,contract management and occupational health and safety,and environment during construction of the project.

3.0.13 Engineering variation

Variations made in accordance with the contract agreed procedures during construction of the project to change all or part of the project in terms of materials,structures,technologies,functions,sizes,technical specifications and engineering quality.

3.0.14 Engineering measuring

Quality verification performed by project management department for contracting projects declared to be completed and qualified,in accordance with provisions of project engineering measuring in design documents and contracts.
