Abstract

The distribution of Northeast Asia's energy resources is uneven. On the one hand, Russia as a world energy power has abundant energy resources in the Far East, and Mongolia is rich in energy resources; on the other hand, the rapid economic development in Northeast Asia makes the sharp increase in energy demand and imports, especially for Japan and Republic of Korea and other energy-import countries, and China's energy security situation is increasingly grim. Overall, Northeast Asia has high dependence on energy imports and increasingly prominent environmental issues caused by energy. Northeast Asian countries must take energy cooperation using the geographical advantage and the increasingly close economic ties through consultation and agreement, in order to protect each country's energy security and common interests. Currently, the Northeast Asian has not yet formed a unified system for energy cooperation. This situation will jeopardize the stabilization of Northeast Asia energy markets, and greatly affect the country's energy. Therefore, the establishment of energy cooperation and coordinating mechanism in Northeast Asia can avoid vicious competition and ensure the stability of the international energy market and energy security, which is a common task faced by all countries. Although affected by various factors, energy cooperation process in Northeast is slow, the cooperation has very broad prospects; energy cooperation in Northeast Asia can be expanded in a number of key areas. In participating the energy cooperation in Northeast Asia, China should establish a holistic, coordinated view to fully understand different countries to cooperate in the interests of all parties to find common interests, resolve conflicts, and deal with the Northeast Asian countries' relationship.

Based on the systematic analysis of global energy supply and demand, energy-based world order and global and regional trends in the evolution of energy cooperation, this book accurately grasps the energy resource endowments and development prospects and resource development policies, laws, regulations and new trends in energy demand situation in Russian Far East, Mongolia and other countries, and the energy input, energy trade, energy strategy, energy diplomacy, energy conservation and new energy policies in Japan, Republic of Korea and other countries in Northeast Asia, as well as developments in China's energy security; this book also tracks and analyzes the national competition and the progress of bilateral and multilateral cooperation in energy projects in Northeast Asia; and explores various favorable conditions, opportunities and impediments under the new situation in Northeast Asia's energy cooperation; proposes the effective way to carry out a full range of energy cooperation and China' countermeasures.
